Two new Commissioners appointed at the JFSC

Lynn Cleary and Robert Milner have been appointed as Commissioners of the Jersey Financial Services Commission (JFSC).

Lynn Cleary brings over two decades of leadership experience in finance, governance, and strategic transformation. She served as Chief Financial Officer of Royal Bank of Scotland International (RBSI) for 17 years and currently holds several non-executive roles, including with Foresight Solar Fund Limited, Ports of Jersey Limited, and the Government of Jersey’s Treasury Advisory Panel. She was also a former President of the Jersey Bankers’ Association (JBA).

Robert Milner is an Advocate of the Royal Court of Jersey specialising in the investment funds sector and a longstanding contributor to Jersey’s financial services industry. He is a Partner at Carey Olsen and has played a key role in shaping local regulation through his work with the Jersey Funds Association and various legislative and regulatory working groups over the last decade. Robert also serves as a Non-Executive Director of SVF GP (Jersey) Limited, the general partner of SoftBank Vision Fund LP.

Jill Britton, Director General of the JFSC, commented: “Robert and Lynn bring valuable perspectives from legal, regulatory and financial leadership roles, and I’m looking forward to working with them as we focus on long-term regulatory effectiveness and supporting Jersey’s competitiveness. I’d also like to thank Matt Palmer for his contribution over the past five years as he retires as a JFSC Commissioner. His insight and commitment have helped shape our direction, and we wish him all the best for the future.”

Responding to her appointment, Lynn Cleary commented: “Joining the JFSC Board offers an opportunity to contribute to the organisation’s strategic direction and regulatory priorities. I am committed to working alongside the JFSC team to help reinforce Jersey’s reputation as a well-regulated international finance centre and support Jersey’s competitiveness agenda.”

Robert Milner added: “It’s a privilege to join the JFSC as a Commissioner. I’ve had many years' experience of dealing with the JFSC from a 'customer' perspective and I’m looking forward to contributing to the organisation’s work in a way that supports the continued development of Jersey's financial services sector.”
