JFSC quarterly update - Q1 2026

To support your planning, we are now publishing quarterly updates which look ahead to important upcoming publications and updates, including consultations and feedback, examinations, data collections, and legislative and policy updates.

We will formally launch our 2026-2030 strategy and business plan to align with the Government of Jersey’s financial services competitiveness programme and best support the island’s economy.

Consultation on Schedule 2: proposed amendments to the Article 36 guidelines Proposed changes to make Schedule 2 guidance clearer and more practical. Consultation closes: 30 January 2026
Follow-on consultation: AML/CFT/CPF Handbook enhancements complex structures Proposed enhancements to complex structures codes and guidance to respond to MONEYVAL recommended actions and improve usability.

Feedback to be published: 26 March 2026

Consultation on the Basel III Prudential Roadmap: large exposures and general matters Our latest proposals relating to Basel III implementation. Consultation closes: 13 March 2026
Consultation on changes to the AIF Code to transpose EU AIFMD II Feeback on changes to the Alternative Investment Funds (AIF) Code of Practice. We will also be undertaking a review of AIFMD FAQs, application forms and relevant guidance.

Feedback to be published Q1 2026.

AIFMD II comes into effect April 2026.

Consultation on banking policy changes We will be issuing a consultation on the new prudential code, covering all Pillar 1 prudential requirements. Consultation to open Q1 2026
Consultation on limited liability company guidance We will be issuing a consultation on proposals to change our current guidance on limited liability companies. Consultation to open Q1 2026
Consultation on civil financial penalties The Government of Jersey has issued a consultation on its proposals to amend the civil financial penalties regime, we will be replying to this consultation, as well as issuing our own consultation on the methodologies used for civil financial penalties

Fees and charges thematic examination feedback

We have completed our fees and charges thematic assessment, focused on investment firms, wealth managers and banks, and will be issuing feedback.

High impact trust company business and financial services business prudential review feedback

Onsite meetings are ongoing with selected entities and are expected to conclude in January 2026.

Control of Borrowing Order legislative change A set of Control of Borrowing Order reforms have been proposed.

Order made: February 2026

Implementation: April 2026

Beneficial ownership threshold change Working with industry groups, we will align beneficial ownership thresholds for incorporation and annual confirmation at 25%, with an option to apply a 10% threshold for incorporations with higher risk factors.

Changes will be introduced at the end of Q1 2026

 

2026 fees collection We have begun issuing invoices to collect our annual regulatory fees, following simplification of our processes to support industry. New fees notice effective from 1 January 2026
2025 supervision risk data collection We have begun our 2025 supervision risk data collection.

Collection begins: 2 February 2026

Submission deadline: 30 April 2026
