In December 2021, we launched a joint consultation with the Government of Jersey to align Jersey’s AML/CFT scope exemptions regime with International Standards. A follow-on consultation paper was issued in September 2022.
The follow-on consultation sought feedback on the proposed legislation, regulatory rules, guidelines and guidance designed to support Industry in understanding and complying with the revised scope of application of Jersey’s AML/CFT regime.
Eighteen responses were received. All feedback was considered, and 7 additional outreach and engagement sessions were held. Responses to the follow-on consultation are provided in our feedback paper published today together with the updated Guidelines, Codes and AML/CFT Handbook Guidance.
We are grateful to all of the respondents for taking the time to provide us with their feedback. We are also grateful to those who participated in the outreach and engagement sessions.
Next steps
The JFSC will continue to:
- undertake outreach activities throughout the transitional period, particularly with unregulated businesses to ensure they are aware of the amendments and how they may be impacted by them
- work with Industry, providing certainty on the registration and notification processes and fee arrangements
- clarify the fee arrangements for financial services businesses which are now in scope (PESPs)
