Drop-in Session: follow-on consultation on complex structures

We are continuing our work to strengthen Jersey’s financial crime framework. Following extensive feedback on our June 2025 AML/CFT/CPF Handbook enhancements consultation, we have issued a follow-on consultation focused on complex structures.

Join us at Town Hall, St Helier, at 12:00 on 20 January 2026 for an open discussion on the proposals. Register now via Eventbrite to secure your place.

What’s changing?

We have revised our approach to ensure a risk-based and proportionate framework. The updated guidance now distinguishes between:

  • Standard Customer Due Diligence (Section 4): guidance for identifying complex structures and applying mitigating measures where the structure is not assessed as high risk
  • Enhanced Due Diligence (Section 7): codes and guidance for situations where complexity contributes to a customer being assessed as high risk

Who is affected?

All supervised persons, including financial institutions, designated non-financial businesses and professions and virtual asset service providers.

Feedback deadline: submit your comments by 12 February 2026 via Smart Survey or through Jersey Finance Limited
Publication of revisions: 26 March 2026
Effective date: 31 May 2026
