Countries and territories in AML/CFT/CPF Handbook appendices updated – 10 April 2026
We have updated appendix D2 of our AML/CFT/CPF Handbook to support you when identifying any countries, territories and areas linked with higher risks of money laundering, financing of terrorism, financing of proliferation of weapons of mass destruction, and sanctions.

What this means
Our Appendix D2 provides a detailed overview of countries identified as higher risk by reliable and independent external third parties, such as the Financial Action task Force, UN, OECD, World Bank, US Department of State, UK Government, and others.
You are expected to exercise judgement when interpreting these sources and reaching conclusions on risks.
Next steps
You should:
- review policies, procedures, and existing customer relationships, to assess the impact of these updates on your business
- take particular care when considering placing reliance on an obliged person based in one of these countries and territories
- discuss any concerns with your supervisor
You may be required to undertake additional actions to mitigate the risk.
