Lynn Cleary
Commissioner
Lynn Cleary joined the Board of Commissioners in October 2025.
She is an experienced financial services leader with over two decades of senior executive experience, including strategic transformation, governance, and operational delivery. Lynn served as Chief Financial Officer of Royal Bank of Scotland International (RBSI) from 2005 to 2022, where she led finance, treasury, and shared services teams across multiple jurisdictions.
During her time at RBSI, Lynn oversaw the ring-fencing programme, led the externalisation of £25bn in wholesale funding, and established a £40bn balance sheet with credit ratings from three major agencies. She later served as Managing Director of Strategic Projects, focusing on financial crime remediation and diversity, equity and inclusion initiatives.
Lynn graduated from Trinity College (Dublin), is a Fellow of the Institute of Chartered Accountants in Ireland and a Certified Investment Fund Director. She is a former President of the Jersey Bankers Association and currently holds several non-executive roles, including with Foresight Solar Fund Limited, Ports of Jersey Limited, and the Government of Jersey’s Treasury Advisory Panel.
