1 Executive summary

1.1   Overview

1.1.1   On 29 July 2026, we published Consultation Paper No. 8 2025 seeking feedback on our proposed fees for 2027, including a proposed general increase of 3.5% across most fees.

1.1.2   We received seven responses from a cross-section of industry stakeholders, including regulated businesses, professional services firms and industry representatives. The responses provided valuable feedback on both the proposed fee increase and the broader impact of regulatory fees on industry.

1.2   Feedback received

1.2.1   Respondents generally recognised the importance of maintaining a well-resourced regulator that is capable of delivering effective supervision, supporting Jersey's reputation as a leading international finance centre and investing in its future regulatory capabilities.

1.2.2   However, respondents were split in terms of support for the proposed increase, with a slight majority for those that did not support the proposed 3.5% increase. Concerns were raised regarding affordability, competitiveness, transparency and the cumulative impact of regulatory costs.

1.2.3   We carefully considered the feedback received. Fees will therefore be uplifted by 3.0% for 2027, with the high-level rationale for this decision outlined below.

1.3   Outcome

1.3.1   Following consultation, we have decided to reduce the general fee increase for 2027 from 3.5% to 3.0%.

1.3.2   This decision reflects industry feedback and greater certainty from our updated 2027 financial planning, including expected expenditure, investment costs and reserve levels.

1.3.3   We believe the revised increase strikes an appropriate balance between maintaining sustainable funding which allows us to effectively deliver on our responsibilities and recognising the cost pressures facing industry.

1.4   Next steps

1.4.1   Following this consultation, we will publish changes to the fees which will be effective from 1 January 2027.
