The Government of Jersey does not compile its own list of individuals / entities subject to sanctions but instead adopts the UK Consolidated List as a comprehensive listing of sanctions measures applicable in Jersey. This is because Jersey’s sanctions legislation effectively mirrors equivalent legislation in the United Kingdom.
Office of Financial Sanctions Implementation (OFSI)
OFSI is the United Kingdom equivalent to the Minister for External Relations in respect of sanctions matters and is part of HM Treasury. OFSI offers a free subscription facility, providing notification by email when the UK Consolidated List is updated. In order to subscribe, access the OFSI website and provide your email address.
OFSI publishes a guide to the current consolidated list of asset freeze targets, and a list of persons named in relation to financial and investment restrictions under the Russia regulations on its website which be accessed using the links below.
The UK Consolidated List includes the names of sanctioned persons and entities under United Nations Security Council Resolutions and United Kingdom sanctions Regulations and European Union Regulations.
The UK Consolidated List does not set out all the sanctions measures in place worldwide. It is divided by country, with separate sections for 'terrorism and terrorist financing', 'Al-Qaida' and 'Afghanistan'.
When the UK Consolidated List is updated, as a result of new Regulations or changes to existing Regulations, equivalent provisions in Jersey may not yet have been implemented but will be shortly thereafter.
Searching the UK Consolidated List will not necessarily satisfy all sanctions obligations of your organisation- refer to International obligations of the Financial Sanctions Practical Guidance for further information.
