against dealing with unauthorised financial services providers.

Mr John Glyn Evans
The Jersey Financial Services Commission
("the Commission") has issued this public statement under
Article 25(2) of the Financial Services (Jersey) Law 1998, as amended
("the Law").
It appears to the Commission that Mr John Glyn Evans (“Mr
Evans”), is currently carrying on a business involving
the provision of company administration services personally, or
through companies that he owns, in a number of countries other than
Jersey.
The Commission is aware that Mr John Evans and D & P Management
Limited (“D & P”) (a Liberian company),
and two Jersey registered companies that Mr Evans owned called Westminster
Trust Company Limited (“WTC”) and Westminster
Corporate Services Limited (“WCS”)
were carrying on business involving the provision of company administration
services within Jersey.
It appears to the Commission that the services offered included
providing an accommodation, correspondence or administrative address
for a company as defined in Article 2(4)(f) of the Law.
The Commission is aware that at least one of Mr Evans’ companies,
that is registered in a different jurisdiction and that provides
company administration services to companies, has a similar name
to his Jersey companies WTC and WCS as they include the name “Westminster”
as part of their full name. The purpose of this statement is to:
- Warn the public that Mr Evans,
D & P, WTC and WCS
have not received authorisation to conduct financial services
business as defined within the meaning of the Law as stated below;
and,
- Avoid the risk of confusion by the public between Mr Evans’
companies.
It is therefore desirable to issue this statement in the interests
of the public.
The Commission wishes it to be known that neither
Mr Evans, D & P, WTC, or WCS has ever been registered, nor applied
for registration, under the Law. Therefore any financial service
business, as defined in Article 2 of the Law, carried out since
1 February 2001, is in breach of Article 7 of the Law.
