Public Statement –
Qu4dtro Capital International (UK) Limited
Mr George Edward Lockhart
The Commission has issued this public statement under Article 25(d) of the Financial Services (Jersey) Law 1998, as amended
(the “Financial Services Law”).
This statement is made in order to warn investors and others against dealing with unauthorised financial services providers.
The persons named below have not received authorisation to conduct financial service business within the meaning of the Financial Services Law.
Qu4dtro Capital International (UK) Ltd (“Qu4dtro”)
George Edward Lockhart (“Mr Lockhart”) (Born: 11 September 1956 South Africa)
It appears to the Commission that Qu4dtro, the purported Chief Executive Officer of which is Mr Lockhart, is carrying
on or holding out that it is carrying on financial service business when it is not authorised to do so pursuant to the
provisions of the Financial Services Law.
The Commission wishes it to be known that:
- Qu4dtro is purporting to be a company located in Jersey offering a ‘Boutique Fund Manager Service’.
Qu4dtro has never been registered, nor applied for registration, under the Financial Services Law.
Therefore any financial service business, as defined in Article 2 of the Financial Services Law and carried
out by Qu4dtro since 1 July 1999, is in breach of Article 7 of the Financial Services Law; and
- Mr Lockhart has never been registered, nor applied for registration, as a Principal Person or Key Person,
under the Financial Services Law.

Any person who has had dealings with Mr Lockhart and Qu4dtro is requested to contact the Commission.
